Halifax Regional Municipality (HRM) asked interested observers to make presentations to Council on their proposed public-private partnership to end the centuries-old practice of dumping untreated sewage into Halifax harbour. AIMS President Brian Lee Crowley accepted their invitation and spoke to Council on 7 March 2000.
