The ‘have-nots’ now outnumber the ‘haves’ among Canadian provinces, which has a profound and long-lasting impact on New Brunswick’s financial security. A new report by the _Atlantic _Institute _for _Market _Studies (AIMS) shows New Brunswick’s portion of federal equalization payments is shrinking. Ontario and Quebec, two provinces that have moved into the ‘have-not’ class, now consume more than $11 billion of the $16 billion in equalization payments.
