The recently introduced Marijuana for Medical Purposes Regulations (MMPR) are set to replace Health Canada’s Medical Marijuana Access Regulations (MMAR) on April 1, after which the production and sale of medicinal marijuana will occur in what is peddled as a ‘free market system.’ These regulations, however, do not constitute a market-oriented alternative to Health Canada’s former system.
