Whether it’s SARS,West Nile Virus, environmental illness, the dangers of obesity, food additives, genetically modified foods, terrorism, global warming, or a host of other issues, the risks we run, as a society and as individuals, are increasingly coming to preoccupy us and dominate public policy debate. How can we manage the many risks that we face in an intelligent manner, and at a cost that is commensurate with the benefits?
Are we forgoing economic opportunities because of irrational fears of hypothetical risks? Can government make risk disappear? And what are the real costs and benefits of the widespread belief that regulation can tame risk?
